The composition of the Supreme Judicial Council will be reviewed, President Kassym-Jomart Tokayev announced at the congress of Kazakhstan judges in Astana, as reported by the national portal “Adyrna.”
“The Supreme Judicial Council must act as a guarantor in creating an independent and professional judiciary. Only then can the judicial system ensure the rule of law and the true protection of the rights of citizens and businesses. In 2021, the Minister of Justice and the head of the Civil Service Agency were removed from the Supreme Judicial Council. To continue this work and ensure transparency in the selection of judges, the Council’s composition must be reviewed.
International experience shows that prosecution representatives should be included in such bodies. It is important to carefully study the composition of the Council. At the same time, judges should be encouraged to continuously improve their qualifications and approach their work responsibly. We support the initiative to reintroduce the qualification category for judges, as proposed by the Supreme Court. This step should improve the quality of the judicial corps,” said the president.
It is worth noting that the Supreme Judicial Council was established to ensure the constitutional powers of the President in forming the judiciary and to guarantee the independence and immunity of judges. Recently, Dmitry Malakhov was appointed as its head.
