Askar Saktaganuly was born in 1975 in Aktobe region. He graduated from the Kazakh Academy of State Management with a specialization in "Finance and Credit", KAZMZA - with a specialization in "Jurisprudence", an MBA under the President of the Republic of Kazakhstan, a master's degree in the National Academy of Sciences of the Republic of Kazakhstan with a specialization in "Political Science", and Duke University.
In 1993-2004, he worked in management positions in the regional finance department, "Profilaktoriy" EK, Tax Committee, city administration, as well as treasury and financial departments of Aktobe region.
He served as the head of the Treasury Department of the Akmola region, the head of the department of the Constitutional Council of the Republic of Kazakhstan, the director of the Department of State Administration System Development of the Ministry of National Economy.
2015-2018 — deputy akim of Aktobe region;
In 2019-2020 — adviser to the First Deputy Prime Minister of the Republic of Kazakhstan;
2020-2023 — Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan;
From February 2023 to the present, he was the deputy head of the Government of the Republic of Kazakhstan.
