Teacher Attestation Rules to Be Revised

The Ministry of Education has announced plans to revise the rules for teacher attestation and to re-examine previously approved ministerial orders, Adyrna correspondent reports.

According to the ministry, a working group has been established to analyze legal acts in the sector. The group includes active teachers from various regions of the country.

“The main goal of establishing the working group is to strengthen feedback with the pedagogical community and to discuss proposals openly and transparently. Based on the results of the analysis conducted by the working group, the ministry will develop a specific package of recommendations. We are working across ten key areas and will analyze all regulatory legal acts. Based on the outcomes of this analysis, the proposals will be discussed separately for each area in February next year,” said Minister of Education Zhuldyz Suleimenova.

During the meeting, active members of the working group raised the issue of revising the rules for teacher attestation. Most of the proposals previously submitted to the ministry concerned removing the requirement for teachers to develop author-designed programs as part of the attestation process.

“Currently, one of the requirements for obtaining the ‘master teacher’ qualification category is the development and implementation of author-designed programs recommended by the Republican Educational and Methodological Council. The Expert Council under the Y. Altynsarin National Academy of Education conducts nationwide reviews of author-designed programs developed by teachers in preschool and secondary education,” the statement said.

In 2025, the Republican Expert Council reviewed 875 materials. Of these, 303 author-designed programs were approved, while 572 were sent back for revision. An analysis of the submitted programs shows that every second work requires further improvement.

The minister noted that most author-designed programs do not meet content-related and technical requirements, and that requiring such documents has led to inefficient use of teachers’ time and an increase in formalism. Although the list of approved author-designed programs is published on the official website of the Y. Altynsarin National Academy of Education, these programs are not widely used in educational institutions.

“During attestation, the requirements imposed on teachers should focus on the actual results of pedagogical work, reduce formal paperwork, enable the effective use of teachers’ creative potential, and improve the quality of professional competence assessment. In this regard, we expect concrete proposals from you,” Zhuldyz Suleimenova told members of the working group.

In the future, the requirement to develop author-designed programs will be removed from the criteria for the ‘master teacher’ qualification category. Instead, alternative tools will be introduced that allow for a more objective and fair assessment of teachers’ professional competence and contribute to improving the quality of the teaching and learning process.
