A new draft law on “Freedom of Religion and Religious Associations” being discussed in the Kyrgyz Parliament could introduce a ban on wearing the niqab or burqa in government offices and public places. Violators could face a fine of 20,000 som, reports the “Adyrna” national portal.
The proposal includes adding Article 127.1 to the Code of Administrative Offenses, which would restrict clothing that prevents the identification of an individual.
MP Dastan Bekeshev criticized the proposed fine, stating:
“Niqabs are mostly worn by socially vulnerable women. A 20,000 som fine would be a heavy burden for them. Women with higher incomes rarely wear the niqab.”
The State Commission for Religious Affairs had previously suggested removing the provision banning niqab use, arguing that it contradicts democratic principles.
However, the authors of the draft law disagreed, emphasizing that the restriction applies only to clothing that hinders the identification of an individual.
The draft law, which proposes amendments to legislation in the religious sphere, is set to be considered in its second reading in Parliament.
