The Ministry of Agriculture of the Republic of Kazakhstan denied the statement made by Rosselkhoznadzor, reports the national portal “Adyrna.”

The Ministry’s State Inspection Committee for the Agro-Industrial Complex stated that no measures were taken to establish a “shadow system” for the uncontrolled movement of plant products within the EAEU territory, as claimed in Rosselkhoznadzor’s statement.

“Issuance of phytosanitary certificates is strictly regulated by the Minister of Agriculture of the Republic of Kazakhstan’s Order No. 15-08/590 dated June 29, 2015, which approves the rules for protecting the territory of the Republic of Kazakhstan from quarantine objects and invasive species.

Moreover, there is an issue with fraudulent Kazakhstani companies that register quarantine-regulated products under ‘fake’ companies when obtaining phytosanitary certificates. The existence of ‘fake’ companies is a relevant issue not only for Russia but also for Kazakhstan, as products are imported into our country under the addresses of importers from EAEU member states who are unaware of these imports,” the statement said.

However, it should be noted that addressing this issue within the legal framework of the Republic of Kazakhstan is impossible and must be resolved at the EEC level.
