The meeting of the Commission for Demonopolization of the Economy considered the issue of the share of fixed and mobile communications in the country, the national portal "Adyrna" reported with reference to Orda.kz.
Kazakhtelecom JSC is a monopolist in the market of telecommunication services with a share of more than 80% in the market of fixed communications and more than 60% in the market of mobile communications.
“When merging Kcell and Tele2, the goal is to achieve a positive result by optimizing and merging their networks. This will improve the quality of telecommunications services. However, the networks of mobile operators have not been connected for 3 years, ”the Prime Minister's website reads.
As a solution, it was proposed to launch one of the group's mobile operators in a competitive market.
As part of the proposals to improve the mechanism of quality control of communications, monitoring will be strengthened, and the amount of fines for poor service will increase from 100 to 1,000 MCI.
At the meeting of the commission, the Prosecutor General's Office and the Financial Monitoring Agency were asked to study the issue of possible damage to the state as a result of the sale of 24% of Kcell JSC.
In addition, at the meeting of the commission it was proposed to analyze the sale of shares of JSC "Transtelecom" to individuals, the damage that may be caused to the state during the alienation.
It should be noted that the eldest grandson of Nursultan Nazarbayev, the main shareholder of Transtelecom JSC, is Nurali Aliyev.
It was proposed to continue the analysis of the validity of tariffs of Transtelecom JSC in relation to the engineering infrastructure of data processing centers, as well as to remove the exclusive right of Transtelecom JSC defined in the intergovernmental agreement between Kazakhstan and Azerbaijan.
Alikhan Smailov instructed ICRIAP to hold talks with the Azerbaijani side on the replacement of the Kazakh operator within the above joint project.
