A hearing on a notorious case has begun in the specialized inter-district court of Almaty city that hears criminal cases. Among the defendants are former department heads of the Psychological Rehabilitation Center (PSO), former law enforcement officers, notaries, real estate agents and recidivists, a total of 22 people, "Adyrna" correspondent reports with reference to orda.kz.
According to the media, this group found lonely people with mental illness and took possession of their property. They kept some patients in custody, registered their apartments and sold them. And some of them were even killed.
Renat Kadyrov, a human rights defender, specialist in family and inheritance law, stated that for about 10 years, an organized criminal group has been regularly robbing mentally ill people, encroaching on their freedom and taking their property.
"The criminal group used a carefully planned scheme. They used the mentally ill people they stole for illegal real estate transactions. The criminal group hid their affairs and legitimized their criminal activities by registering real estate to fake persons. This allowed them to control and take possession of property without arousing the suspicion of law enforcement agencies," says the specialist.
It should be noted that the criminal case was initiated in November 2022. The investigation identified 37 episodes, most of them related to fraud related to the illegal possession of housing in Almaty. Employees of the Psychological Rehabilitation Center, known as the "Psychiatric Hospital on Kablukov Street", showed the criminal group lonely patients in the clinic.
