Due to the need to repair and modernize utility networks in Kazakhstan, tariffs for utility services will increase in 2023. This was stated by the Minister of National Economy Alibek Kuantirov, adyrna.kz reported.
The Senate considered a bill that introduces a number of amendments to the law "On Natural Monopolies". In particular, subjects of natural monopolies will be allowed to change the tariff before its expiration in case of receipt on the balance sheet and in trust management of networks and property used in the technological cycle, when providing regulated services.
On the sidelines of the Senate, journalists asked Kuantirov why the innovation was needed and how it would work.
"A corresponding change will occur in the second half of next year. The reason is that the relevant state-owned entities need to modernize their work. Networks must be modernized. At least exports must be reduced. According to our calculations, we will reduce exports by about by 15-20 percent.
Yes, the rate will go up. There is no other way out. But, of course, we will discuss these social issues with the public," Kuantirov said.
The Minister explained that the increase in tariffs will be considered in each region separately. The monopolists will coordinate tariff changes with the ministry.
"We are looking at the most complex objects. They will be carefully studied, and then the issue of raising the corresponding tariff will be considered. (...) For example, in Ekibastuz, the subject proposed to increase the tariff by 2.5 times. Of course, this is impossible. In general, we will discuss the issue of raising the tariff," he added.
