The tragedy with heat supply in Ekibastuz happened mainly because of systemic corruption in the industry. Sayan Akhmetzhanov, the head of the Antikora prevention service, stated this, the correspondent of adyrna.kz reported to Atameken Business.
According to him, corruption risks are also observed in the work of other Kazakh enterprises. They are located in Semee, Taraz and West Kazakhstan regions. Most often, for a separate fee, corruptors connected commercial objects to the central heat supply, which was reflected in the entire system.
"For example, in the city of Semey, billions of funds are allocated from the state budget for the repayment of debts and the maintenance of heat supply facilities of the communal enterprise "Teplokommunenergo", but this does not have a positive effect. For individual remuneration of the director of the enterprise, physical and legal entities are issued technical conditions for connection to this central heat supply. As a result, the capacity decreases, heat losses increase. And as a result - cold in multi-storey buildings and lack of hot water. This is observed in different regions," says Sayan Akhmetzhanov.
