The Migration Service Committee of the Ministry of Internal Affairs has listed the categories of citizens who are exempt from paying the state fee for obtaining an official document, reports Adyrna national portal, citing Kazinform.
According to Article 622 of the Tax Code, the following individuals can receive a passport free of charge:
• WWII veterans and those equated to them
• Heroes of the Soviet Union
• Heroes of Socialist Labor
• Citizens with disabilities (all groups)
• One parent of a citizen who has been disabled since childhood
• Elderly people living in institutions for the elderly and disabled
• Orphans and children left without parental care who reside in orphanages or boarding schools
• Holders of the Batyr Ana, Altyn Alqa, and Kumis Alqa honorary titles
• Citizens affected by the Chernobyl disaster
“There is Order No. 267, approved by the Ministry of Internal Affairs on March 30, 2020, which fully outlines these regulations. If a child with a disability needs a passport, their parent submits an application at the local Public Service Center, presenting the child’s birth certificate. Similarly, WWII veterans and Chernobyl victims can obtain a passport for free by presenting their special certificates,” the report states.
A passport is issued within 15 business days after the application is submitted. However, if these citizens want to receive their document urgently, they must pay a fee.
Other Kazakhstanis must pay the state fee to obtain a passport. In 2025, based on the monthly calculation index (AЕК), the cost of a 36-page passport is 31,456 KZT, while a 48-page passport costs 47,184 KZT.
