In Pavlodar, a man cut the throat of an unknown teenager with a knife. A video about this was circulated on social networks, the national portal "Adyrna" reported.
In the video, a middle-aged man stabs an unknown person in the throat and sits on the chair next to him.
"The suspect was arrested and imprisoned in the temporary detention center of the city of Pavlodar. A murder investigation is underway. The circumstances and causes of the crime will be determined during the investigation," the Pavlodar Police Department reported.
