Sergei Pen believes that the main problem is the low salaries of teachers and professors. According to him, universities should attract talented personnel to the scientific field. Moreover, their wages should be high.

Here, of course, government support is urgently needed. In many countries, there is government support and direct funding for scientists who work at universities. During the briefing at the CCS site, Sergey Pen also noted that Kazakhstani universities perceive students and the educational process as a business.
“You don't have to look at students as wallets and generate income. This is, in fact, very difficult and universities, while improving quality, must be prepared for the fact that they will lose their contingent, lose demand, and their incomes may decrease. But this must be forced to do, with the help of external control mechanisms as well. For example, introduce the median of the distribution of grades and make sure that the return rate of students is not 100% or 800%، as is the case in some universities. That is, universities accept 100 and graduate 800 people. Sometimes it happens.
