Nurtaev Kairat Talapuly was appointed to the post of deputy mayor of Atyrau region by order of the mayor of the region in accordance with the agreement of the Administration of the President of the Republic of Kazakhstan.

Nurtaev Kairat Talapuly graduated from Atyrau Oil and Gas Institute, West Kazakhstan University of Engineering and Humanities. Master of Economics and Business.

In 2004, he began his career as a chief specialist in the Atyrau regional economy and entrepreneurship support department, in 2005-2007, the deputy head of the Atyrau regional passenger transport and road department, and since 2008, the head of the highway department of the Atyrau regional passenger transport and road department. From 2010 to 2017, he served as the deputy of the Atyrau regional passenger transport and highway administration, and from 2017 to 2019, he served as the head of the Atyrau regional passenger transport and highway administration. In 2019-2021, he was the mayor of Kurmangazy district. From April 2021 to January 2022, he worked as an adviser to the mayor of Atyrau region, from January 2022 to the present, he served as the general director of "BatysAlyansstroy" LLP.

In addition, with the agreement of the Administration of the President of the Republic of Kazakhstan, Bisembiev Zhasulan Orakuly was appointed to the post of deputy akim of Atyrau region by order of the akim of the region.

Before that, Zhasulan Bisenbiev served as the Deputy Chairman of the Board of KEJSC "Civic Initiatives Support Center".

Zhasulan Bisembiev graduated from Atyrau Polytechnic College with a major in "Accounting and Audit" and from Atyrau State University named after H. Dosmukhamedov with a major in "Finance". Master of Sociology, Astrakhan State University, Russian Federation.

He started his career in 2008 at the Atyrau branch of "Green Country". Chairman of "Tarlan-Atyrau" PB, assistant chairman of MCC "Atyrau Information", in 2013 headed "Atyrau City Youth Resource Center". In May 2016, he served as the deputy head of the youth policy department, and in 2017, he served as the head of this department. In 2017-2020, he was the head of the regional internal policy department. From July 2020 to September 2021 - "Gate Insaat Taah.San.Tic.A.S." company manager. From September 2021 until today, he served as the Deputy Chairman of the Board of the "Civic Initiatives Support Center" KEJSC.
