In 2019, in accordance with the Law of the Republic of Kazakhstan "On Gas and Gas Supply", the transition to trading in liquefied petroleum gas (LNG) through electronic trading platforms began.

Over three years (2019-202), the volume of liquefied gas transported through the ESA has gradually increased. From January 1, 2022, 100% of SMG trading through commodity exchanges is carried out (except for the sale of SMG for industrial consumers who use SMG as a raw material for the production of petrochemical products and subscribers consuming SMG through group reservoirs). ).

Electronic bidding for SMG creates equal and non-discriminatory conditions for all market participants and allows you to purchase the required amount of SMG directly from producers.

It is known that the consumption of liquefied petroleum gas in Kazakhstan is growing every year. At the same time, the volume of SMG production did not increase and remained at the level of previous years.

The transition to e-commerce will allow SMG to balance prices based on supply and demand, which will attract investment in the creation of new production facilities.

In addition, market mechanisms have a positive impact on the development of competition, reduce the impact of non-productive intermediaries on the market, create favorable conditions for the development of small and medium-sized businesses.

Prior to the transition to the ESA, the price of liquefied petroleum gas was costly for producers, as it was shipped at a price lower than its cost.

As of January 2022, suppliers purchased 17,406 tons of liquefied petroleum gas (96.5% of the planned allocation) from producers for Mangistau region.

From December 20 to 24, five trading sessions were held on the electronic trading platform (ETC), during which the price of liquefied petroleum gas was formed on the basis of supply and demand.

Thus, the average wholesale price for liquefied gas supply to Mangistau region in January was 133,126 tenge per ton or 78 tenge per liter. At the same time, the retail price was 100-120 tenge per liter in Aktau, Zhanaozen and Mangistau districts. In general, the January trading sessions were held as usual, the market mechanism regulated the needs of the regions with the required amount of SMG, which is currently in the process of shipment to the regions.
