In accordance with the President’s directive, 18.96 million square meters of housing were constructed in Kazakhstan in 2024, marking a record in housing construction since the country’s independence. By the end of 2024, 172,089 housing units were commissioned, including 39,064 individual houses. Shymkent city, Pavlodar, Turkestan, and Kyzylorda regions led in construction activity.
The year 2024 was a turning point for Kazakhstan’s housing policy. In November, the President signed the “Housing Legislation Reform” law, aimed at improving state support mechanisms for enhancing citizens’ living conditions. The “Otbasu Bank” has been transformed into a comprehensive development institution, handling the registration and allocation of housing to those in need under a “one-stop-shop” principle. This reform was implemented to increase transparency in the housing allocation process for citizens on the waiting list.
Additionally, under this law, nearly 71,000 citizens living in state rental housing were given the opportunity to privatize their apartments. Most of these rental housing owners are from socially vulnerable groups, including WWII veterans, people with disabilities, large families, orphans, and others.
For socially vulnerable groups, local authorities purchased over 20,000 apartments, with nearly 13,000 families becoming homeowners for the first time. Furthermore, 2.6 billion tenge was allocated in the form of housing certificates to cover the initial down payment for mortgages for 2,300 citizens. Housing subsidies were also provided to cover part of the rental costs for 10,400 citizens.
Through the “Nauryz” and “Otau” state programs, nearly 10,000 families improved their housing conditions in 2024, with the government allocating 1 trillion tenge to support approximately 64,000 families. The state continues to provide support through rental subsidies and concessional mortgage loans.
In 2025, it is planned to construct 19 million square meters or 175,000 housing units, and by 2029, 111 million square meters of housing. The Ministry of Industry and Construction, in collaboration with local executive bodies, is actively implementing the President’s directives aimed at ensuring every Kazakhstani has comfortable living conditions.
