Kazakhstan’s 2025–2027 national budget includes lease payments from the Russian Federation for the use of the Baikonur complex, reports the Adyrna national portal, citing the KazTAG agency.

The 2025 budget projects revenue of 54.05 billion tenge for Russia’s use of the Baikonur complex and an additional 9.41 billion tenge for the use of military testing ranges.

The Baikonur complex consists of the city of Baikonur and the spaceport, which includes 8 launch complexes, 13 launch pads, and 8 silo installations for intercontinental ballistic missiles. The complex has been leased to Russia until 2050.

Currently, Kazakhstan and Russia are discussing transferring the “Gagarin Start” site (Pads 1 and 2) from the lease agreement back to Kazakhstan to establish a museum complex. This site will host displays of space technology available at the spaceport.
