Galymzhan Koyshibaev was born on April 12, 1968 in Kyzylorda. Graduated from Moscow State University named after M. V. Lomonosov, Candidate of Philosophical Sciences.
In 1995-2004, he was an attaché, 3rd secretary, 1st secretary, adviser-ambassador of the Embassy of the Republic of Kazakhstan in Russia. Since 2004, he has been the authorized representative of the Republic of Kazakhstan at the National Security Agency.
In 2004-2006 - chief inspector of the administration of the President of the Republic of Kazakhstan.
In 2006-2008, he was the ambassador for special tasks of the MFA of the Republic of Kazakhstan.
Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to Lithuania since December 2008.
Since February 2009, he has been acting as the extraordinary and plenipotentiary ambassador of the Republic of Kazakhstan to Latvia and Estonia, as well as the extraordinary and plenipotentiary ambassador of the Republic of Kazakhstan to Finland.
In 2012-2016, he was the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Finland, acting as the ambassador to Estonia.
From 2016 to 2019, he served as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
Since 2019, he has been the head of the office of the Prime Minister of the Republic of Kazakhstan.
