According to the administrator of the Project Office for Combating Corruption of the Ministry of Education and Science of the Republic of Kazakhstan "ADAL BILIM" Sergey Pen, there are two main problems in the system of higher education in Kazakhstan.
Sergei Pen believes that the main problem is the low salaries of teachers and professors. According to him, universities should attract talented personnel to the scientific field. Moreover, their wages should be high.
“For example, at the KAZGUU University named after M.S. Narikbayev, the salary for professors working according to the international graduation system ranges from $ 1000 to $ 5000. Here, of course, government support is urgently needed. In many countries, there is government support and direct funding for scientists who work at universities. This is a very important aspect, ”he said.
During the briefing at the CCS site, Sergey Pen also noted that Kazakhstani universities perceive students and the educational process as a business.
“You don't have to look at students as wallets and generate income. This is, in fact, very difficult and universities, while improving quality, must be prepared for the fact that they will lose their contingent, lose demand, and their incomes may decrease. But this must be forced to do, with the help of external control mechanisms as well. For example, introduce the median of the distribution of grades and make sure that the return rate of students is not 100% or 800%, as is the case in some universities. That is, universities accept 100 and graduate 800 people. Sometimes it happens. It is necessary to fight this ”- suggested the administrator of the Anti-Corruption Project Office of the Ministry of Education and Science of the Republic of Kazakhstan“ ADAL BILIM ”Sergey Pen.
In his opinion, universities that have already significantly increased the level of teaching should increase the level of research activity in order to generate scientific knowledge that will also reach the audience of students.
