The Spiritual Capital: A law on the special status of Turkestan is under consideration in parliament

Parliament is considering a draft law to grant Turkestan the status of a spiritual and historical capital, reports the “Adyrna” national portal.

The draft law to grant Turkestan special status was developed on the instructions of the President of Kazakhstan. The document aims to recognize Turkestan as a spiritual and historical capital.

Deputy Prime Minister and Minister of National Economy, Nurlan Baibazarov, stated that the main reasons for developing this draft law are the recognition of Turkestan as the spiritual capital of the Turkic world by the Organization of Turkic States and the need to preserve the city’s historical character and the cultural heritage sites in its territory.

During the drafting process, experiences in preserving historical monuments from countries such as England, Italy, Uzbekistan, and Azerbaijan were studied. Meetings with Turkestan residents were also held, and their suggestions were incorporated into the draft law.

The draft law consists of four chapters and 15 articles.

As part of the project, amendments and additions are proposed to laws on land, architecture, protection of historical and cultural heritage, and tourism services. Baibazarov stated that, if adopted, the project would not lead to negative socio-economic or legal consequences.
