According to the Chinese media, with the approval of the Chinese government, on January 20, 2023, Baiyan city (白杨市 - Kazakh name Terekti) was established on the territory of China's Tarbagatai region bordering Kazakhstan.
The center of the city is the settlement of Akshok between the city of Shaueshek and the Bakti checkpoint.
The city was created from the 9th Division of the Xinjiang Production and Construction Corps.
