A draft law on granting amnesty has been submitted to the Mazhilis (Lower House of Parliament) in connection with the 30th anniversary of the Constitution of the Republic of Kazakhstan, reports the national portal “Adyrna.”
This initiative was developed at the proposal of the deputies, based on the principle of humanism and aimed at humanizing criminal policy.
According to the draft law, amnesty will be granted to citizens who have committed crimes that do not pose a significant threat to the security of the state and society. Chairwoman of the Mazhilis Committee on Legislation and Judicial-Legal Reform, Snezhanna Imasheva, stated that the document proposes the
release of socially vulnerable groups, including minors, pregnant women, mothers with children, pensioners, and people with disabilities.
According to Mazhilis deputy Unzila Shapak, a total of 4,100 people will be fully released. This includes 632 people from penal institutions and 3,500 people from the probation service list. In addition, sentence reductions will apply to 11,000 individuals—5,400 of whom are currently in correctional facilities, and 5,500 are under probation supervision.
According to the deputy, amnesty will be applied to 833 women. Of these, 109 women will be fully released, while the sentences of 724 women will be reduced.
