Those who use illegal phonograms will be held liable

On September 24, the Mazhilis adopted amendments on culture, education, family, and state oversight issues in the second reading, reports Adyrna.

According to the head of the working group, Rinat Zaitov, requirements regarding the use of phonograms at cultural and mass events have been tightened. The document provides for liability in cases of illegal use of phonograms.

“This is not a blanket ban; it only applies to cultural mass events with a capacity of more than 200 people. If the venue is not adapted or lacks special equipment, phonograms are allowed. In all other cases, the audience’s interests come first. A person who pays 25,000–50,000 tenge for a ticket should not have to watch a singer just lip-syncing. They have the right to see the artist’s true preparation and performance level,” he said.

The deputy also noted that fines may be imposed for violating the law and using phonograms.

“The organizer is the one who signs a contract with the singer, rents the stage, and sells tickets. Therefore, the responsibility should lie with that party. According to the current provision, a fine of up to 1,000 MCI (about 3.5 million tenge) is being considered,” Zaitov added.
